Al-Tariq Carter, 28, who was charged a decade ago in a shooting that left one man dead and another injured, was spotted by sheriff’s detectives who were staking out Nevada and West Kinney streets Tuesday. Carter, who was sitting on the passenger side of a Mercedes, was seen getting cash in exchange for items he handed to two people who approached the car.

Detectives smelled burnt marijuana when they approached the car to investigate, Fontoura said. Carter then allegedly tried to ditch some of the drugs he was holding.

“The suspect, later identified as Al-Tariq Carter, 28 of Newark, reached out of the car’s window and placed a small plastic bag containing a leafy substance onto the roof of the car,” Fontoura said.

“When Carter was ordered out of the vehicle the handle of a gun was seen protruding from the center console of the car. The gun, a fully loaded .45 caliber Taurus semi-automatic, was found to have been stolen out of Columbia, South Carolina, in 2016. Additional marijuana was also discovered in the car.”

Carter faces multiple drug charges, including possession with intent to distribute, as well as weapons offenses, including violating a law prohibiting felons from possessing a weapon.

He was being held at the Essex County jail pending bail and parole hearings.
